Free view from 124 m up on the 26th floor, but since 21/7/2026 a fault has cut its opening hours.
The name comes from a competition among local residents: out of about 1,500 entries, the suggestion of a junior high school student was chosen, because the colour of the building's render, while it was still under construction, recalled a carrot. On the 26th floor a free observation room looks out from 124 metres: towards Mount Fuji on clear days on the west side, towards Tokyo Tower and the Skytree together on the east side, reopened in 2017.
The tower, about 124 metres tall, opened in 1996 as part of the redevelopment of the area around Sangenjaya Station. It houses Setagaya municipal offices, shops and two public theatres (the large Setagaya Public Theatre and the small Theatre Tram), as well as the free observation room on the 26th floor.
ℹ️ Observation room open 9:30–22:00, restaurant 11:00–22:00 (last orders 21:00); closed 29–31/12, 1/1 and on the second Wednesday of the month. Free entry. ⚠️ Since 21 July 2026 a fault in the air conditioning has kept the café closed; since 6 August the observation room has reopened only after 18:00 and only on the sides other than the west, with no date announced for the repair (‘現時点では更新時期は未定です’, Setagaya municipality website): if you go during the day for the view of Mount Fuji, you might find it closed. Dedicated lift from the 2nd floor.
