It is both a working film set and a theme park: Tōei still shoots its jidaigeki (films in Edo costume) here, and you may happen upon a crew at work in the same streets that are open to visitors the next day. The simplest official plan (one attraction, two shows, a tour of the set) takes about 3 hours.
